The Advisory Council on Clean Air Compliance Analysis (the Council) completed its work under Section 312 of the Clean Air Act (CAA) and terminated in November 2014
The Advisory Council on Clean Air Compliance Analysis (COUNCIL) was established in 1991 pursuant to the Clean Air Act (CAA) Amendments of 1990 (see 42 U.S.C. §7612) to provide advice, information and recommendations to the agency as the EPA prepared periodic reports to Congress on the costs and benefits of CAA programs. In over 30 advisory reports to the Administrator, the Council provided advice and peer review of numerous technical studies and reports leading up to three EPA reports (often called “Section 812 Studies” after the section in the CAA Amendments of 1990 that established the requirement) on the costs and benefits of the CAA. See the 2012-2014 Council Charter for additional details on the Council’s objectives and scope. This website provides information on the Council’s advisory activities and reports from 1993 to 2011.
