EPA's Office of Air and Radiation requested Council review of of a methodological assumption to be used in the regulatory impact analysis to accompany rulemaking on the PM NAAQS standard. EPA sought advice on how to address the the historical problem of overestimating future emissions for the stationary non-electricity generating unit sector and evaluation of an interim method developed by the Agency.
